Vladimir Stefanovich Litvinenko is a Soviet and Russian mining engineer, PhD, professor, leading expert in the field of fuel and energy and Rector of the St. Petersburg Mining University.
He is the Chairman of the Governing Board of the International Competence Centre for Mining Education under the auspices of UNESCO.
He is the head of the Nedra University Consortium, which includes more than 70 Russian institutions of higher education, whose educational programs include training of engineers.
